Afuera de la valija

A wild guess... Perhaps it was cancelled from the departure city, but the sender did not want the townspeople in Chicacao to know the letter had arrived there for that person (small town, everyone knows everyone?) so it did not pass through the arrival postal service and was merely brought directly to the recipient.

I have a cover used from Senahu to Chicacao in 1890 that bears a Senahu cancel, but also has written in the same hand as the address "Afuera de la valija."  My research on letters carried outside the pouch suggests that this letter shouldn't have a cancel if it was carried outside the postal system.  I would welcome any views members might have on what the marking "afuera de la valija" means in this case where it was clearly cancelled in Senahu.  There is no receiving mark from Chicacao.  Thanks, David
